[WIP] folderview to GtkTreeView

This is Andrej's patch from bug #2371, https://www.thewildbeast.co.uk/claws-mail/bugzilla/attachment.cgi?id=1766

rescued and modified so that it builds against current gtk3 git.

It's a work in progress. Mostly works well, but will crash under certain actions, and not perforem correctly with others.

Here to store in public view until I or someone else fixes its issues.

updated: make the columns resizable and start with correct size; add some space between folder icon and folder name; fix alertpanel problems
