Error Message is:

The procedure entry point GetFileInformationByHandleEx could not be located in the dynamic link library KERNEL32.dll.

The last working (and tested) version on XP here is v3.16.0-3.

Versions 3.17.1-1, 3.17.3-1 and 3.17.4-1 produce the above error on Win XP.

And yes, I know it's old, but Claws Mail was the last resort so far in getting e-mails from my provider who switched to more advanced cyphers lately. And the Win Box cannot be updated anymore...

Well I use 3.16.0 on openSUSE Leap 15.0 and don't have problems, so I'm not sure what your complaint is?

But if you're still using Windows XP, I think you have bigger security problems than worrying about what version of Claws you run?

Who does complain? Somebody reported an issue with a version > 3.16.0, not running on Suse.

If the developers decide to stop supporting Claws for Windows XP, it's understandable and ok, but there's no reason for your kind of hostile comment.

A reason that some developers and companies still support outdated operating systems might be avoiding e-waste, http://lmgtfy.com/?q=agbogbloshie+images . There are other reasons, too. Developers of Apple apps often provide app updates for unsupported devices, too.
Microsoft and Apple software is often written for averaged users, that are bound to the default operating system of a device.
Depending on the kind of usage, even for emails, security and privacy not always is a concern.

Btw. the latest security update for XP was provided this year.

The page on https://www.claws-mail.org/win32/ claims to have a download available of "Claws-Mail for Windows (32-bit)".
To my best knowledge without any restrictions so far...

My OS is a 32-bit XP and a Windows (not openSUSE and Linux).

Perhaps I'm just missing a hint on the above page (perhaps due to this report) that since version v3.17.0 (assumed and untested) Claws Mail does not run on this stone-age OS Win XP anymore. In addition, there might be no useless downloads and wastes of bandwith for an ancient (but still in use) OS. Which might also be in the interest of the devs, no?
