Bugzilla unaccessible from Russia, but successfully work via proxy. Look like problem from http://www.thewildbeast.co.uk/

I'm sorry if your country blocks sites on the internet, but don't think we can fix that on our side.

I don't think so 'cause both IP and name are absent in blocked lists. Please take a few minute to analyse problem - take a look on webserver's logs and packet filters or ask hoster.
