When replying to encrypted messages, the decrypted text does not get quoted, unless the decrypted text is selected in the message viewing pane before issuing 'reply'.
 
With inline PGP, the encrypted text is quoted; with PGP/mime, the quoted body is empty.

If the text is decrypted to be read, the clear text should be quoted at least if the message composed in reply is set to be encrypted as well.
