OS: Win 7 64 bit & Win 7 32 bit.   
Using Colins Claws Mail Windows port 3.8.1

Am using Dropbox to sync two computers. Dropbox is configured to sync the ClawsMail user folder, and offline email is updated successfully. However, the offline folders will not stay marked as read.  

I did not have this problem when I was syncing between two Win XP computers.

It's because Dropbox must change the modification time of email files, making Claws Mail believe they changed. 

Nothing we want to do against that, because this is actually a feature. Dropbox should avoid modifying timestamps for files that don't change across two synchronisations, like rsync does.
