As brief above, Edit Account dialog -> edit -> account preference -> advanced -> browse, than Select Folder dialog pop up, BUT this dialog NOT at the top, it behinds the Account Preference dialog.

Works just fine over here, with KDE 4.7. What desktop environment are you using? It's probably at fault.
Also, KDE has a "focus stealing prevention" setting, which if set too high will do things like this sometimes.

Somewhat related note to devs: perhaps this folder selection dialog could be made modal?

Sorry, I forgot to list my environment. 
OS: Ubuntu 10.04
KDE: 4.4.5
Claws: 3.8.0
Maybe set the property of the folder selection dialog to modal is a good idea. I agree your opinion.
