I think it would be a very good idea to change the default icon theme to the png Tango theme. The Tango theme fits best for most desktop enviroments default icons (GNOME, XFCE, LXDE) and overall looks much better than the current one.

Even if there was no license issue, I don't see any compelling reason for changing the default icon set given here. I use a different theme from the default which I also happen to think looks much better overall - that's why I use it. As we, as users, can already change the default set to one of the supplied icon themes, or even make our own, I don't think this should be here, even as an 'enhancement' request. If you're putting the idea forward in the hope that others will say "yes, I agree" and that popular support will make the argument stronger, then in that case too I think this bug tracker is not the ideal place - better to open that discussion on the users' maling list.
I wouldn't mind, if someone could tell me how to use another icon set in a distributions package.

See the following blog post for a discussion: http://klepas.org/2008/07/14/tango-public-domain/ Once legally possible, I would aggree to make Tango the default, as the current default theme looks a bit anachronistic, and most users don't change icon themes. These are the bits that make Claws Mail get the reputation of an "ugly interface".

Hmm, "desktop independent" is a nice word, but take a look at what I've mentioned bevore: Most GTK based desktop enviroments have similiar icon themes and the claws mail icon theme just looks... eeeh... anachronistic ;-)

Update for completeness: The Tango icons are now in the public domain, so there is no license issue anymore.
Even though Tango is public domain since version 0.8.90, please be advised that I have based the last version of the Tango Claws theme (1.2) on an earlier Tango version (0.8.1), which means the license for 1.2 is still CC. So in order to benefit from Tango being public domain AND take advantage of the fact I have already ported it to a Claws theme, I have released v1.2.1 which is also public domain.
