When I double-click a mail message to read it, the window pops open just above the top of my screen.  There is enough of the header to grab and drag down.

This only happens for the double-click.  It does NOT happen for the Replay or Compose new.

Feel free to reopen this bugreport if this still happens in latest release, 3.12.0. I am unable to reproduce the described behavior with this release.
